All adults must be 18 years of age or older, not currently in high school, and not holders of an F1 or J1 visa. You must be a resident of Harford County. Here you will find information about our registration process.

Prospective students can email literacy@harford.edu or lpeniston@harford.edu; or call our office at 443-412-2674 or 443-412-2406 to register for a pre-orientation session, which is the first step in the process.

Pre-Orientation Session – Once the student’s information is added to the ESL registration list, an Adult Literacy Advisor will contact the student to explain the program and schedule them for a pre-orientation session. The pre-orientation session is held online via Zoom.

After the student completes the pre-orientation session, he/she/they will register for an admission/assessment session with the help of the advisor. This takes place in person at Harford Community College.

The admission/assessment session usually lasts two or more hours. Completion of paperwork and test scores determines placement in the appropriate ESL level course. The student then enrolls in the course with the help of the Adult Literacy Advisor.

ESL courses are free and run for a 9-week semester. Classes meet Monday through Wednesday or Tuesday/Thursday for two hours each session. This registration process occurs approximately two to three weeks before the semester begins. Individuals placed in ESL level 3 or higher must pay for classroom materials, textbooks, and/or workbooks.
